Race/Play track

I live in the Imperial Valley (glamis/superstion/buttercup) and was on my way to San Diego Westbound on I-8, and after Jucumber around Campo I noticed alot of dirt work being done on the Northside of the Highway, Does anyone have any info on this work? Is it a private track or is itgoing to be public use like Lake Elsinore? Just curios cause its only 1 hour from me.

Can't see the photos, but can you see the track from I-8, and is there a number you can call to see if they are open, can you run side by side on the track.

Kinda far from me, but I think I will go check it out. I am always down to try a new track.
