Will an 8 or 10 gallon fuel cell suffice in BITD?

Not really without it being a competitive disadvantage. It also depends on which vehicle you are running and what kind of mileage it gets. I ran a 12 gallon for the past two years in a 800 RZR and it was kind of small. The issue you run into is flexibility. Sometimes the pit that BITD designates is just out of reach and therefore you end up pitting WAY more often than you want to.
