YES TO ALL 3 QUESTIONS. IT PASSED IN JULY & THEY STARTED ENFORCING IT JANUARY 1ST. SOME PEOPLE ARE BUYING THE HARLEY TYPE HALF HE LMETS SO THEY CAN USE THE HEADSETS THEY ALREADY HAVE.
