I don't mean to urinate all over this parade but the State OHMVRC is weak and this is simply a token face saving exercise on their part.

This JV deal has been in the works for so long at such high levels of Government that the OHMVRC has no chance of derailing this long slow moving freight train.

Here's what has been behind it, sorry to say but it ends where "they" want it to.
